Clean air stickers can transfer ownership, not vehicles

Today's Street Smarts topic, borrowed from the Department of Motor Vehicle's weekly newsletter, is about clean air stickers for hybrid vehicles. If you buy a used Toyota Prius that has such a sticker attached to its bumper, can you transfer ownership of the sticker into your name? The answer is, yes. However, the sticker cannot be transferred from one vehicle to another one, the agency said. What's more, new stickers will not be distributed until the old one is damaged, it said.
