Who approves parades on county roads?

Dear Street Smarts, Q: I wondered if you had any idea who the county organization is that approves marathons held on our county roads, such as the one that just occurred (last weekend) in the San Lorenzo Valley? Thank you for your assistance! Beth Ahlgren, via email A:The County Board of Supervisors must approve any event that requires road closures, said Steve Wiesner, assistant director for the County Public Works Department. “Typically, a parade will require road closures and that can only happen by resolution, hence a parade permit,” he said. Other events, such as marathons and bicycle races, "typically mark the right of way" and require their own respective event permits from the county, he said.
