The Santa Cruz Fire Department and the Harbor Patrol raced to West Cliff Drive on Monday afternoon when a passer-by reported an overturned kayak in the water near Cowell Beach, authorities reported.
However, what someone had thought was kayaker in need was actually debris from a broken kayak, according to the Harbor Patrol. There were no victims in the water and the emergency personnel were released from the incident. The Harbor Patrol towed the wrecked kayak back to Santa Cruz Small Craft Harbor.
The call came out around 1:48 p.m.
